Sidwell Provides GIS Services to Counties in Illinois, Iowa, Missouri and Tennessee (September 11th, 2007)

St. Charles, IL —The Sidwell Company, an employee-owned, St. Charles, Illinois-based provider of geographic information systems (GIS), digital orthophotography, photogrammetric and mapping services, is pleased to announce they will work with longtime client, Livingston County, Illinois to update and expand the county’s GIS. Using an Airborne Global Positioning System (AGPS), in conjunction with ground-based GPS survey technology for control, Sidwell will secure spring 2007 color aerial photography for developing countywide color digital orthophotos to support spatial enhancement of the original GIS cadastral data and its migration to Sidwell’s widely implemented tagged data model. As part of the contract with the county, Sidwell will also implement and provide training for its industry-acclaimed ESRI ArcGIS®-compliant mapping productivity toolkit, Parcel Builder™, and its Farmland Assessment and Report Management System (FARMS™) solution; provide two Magellan MobileMapper CE™ handheld GPS devices with ESRI’s ArcPad® software; support the need for limited remote connectivity and offsite data warehousing; and offer one year of complimentary Web-hosting of the completed GIS.

White County, Illinois and The Sidwell Company are also teaming up to convert this jurisdiction’s single-page, CAD-based mapping system (originally created by Sidwell) into the tagged data model as an ESRI ArcGIS® 9.2 personal Geodatabase. The new system will be based on digital orthophotos that Sidwell is developing from AGPS-secured countywide aerial photography taken in the spring of 2007. Also included in this project are training and technical support to accompany Sidwell’s FARMS™ implementation and Parcel Builder™ suite of software, which contains four separate modules: Parcel Builder-Administrator™, Parcel Builder-MapEditor™, Parcel Builder-MapPlotter™, and Parcel Builder-MapViewer™.

The Sidwell Company has agreed to work as a subcontractor for Manatron, Inc. to provide services to Fayette County, Illinois for moving their GIS from an AutoCAD platform to ESRI’s ArcGIS® platform and into the Geodatabase data format. Specifically, Sidwell is tasked with completing the following components for this project: securing aerial photography for developing black-and-white and color digital orthophotos; performing parcel adjustments; migrating to a Geodatabase; providing a map maintenance solution (Parcel Builder™); performing soils computations and implementing a farmland assessment program (FARMS™); providing map plotting services and implementation; and specialized training for the new GIS.

Currently, Sidwell is working with St. Clair County, Illinois to convert and enhance their existing CAD-based cadastral mapping system and maintenance workflow. After evaluating the detailed cadastral feature dataset study and ESRI-centric cadastral Geodatabase model that Sidwell defined specifically for them in a report entitled Cadastral Geodatabase Design & Implementation Recommendations for St. Clair County, this large Illinois jurisdiction contracted with Sidwell to begin work on the first phase of a planned three-phase project. Phase 1 is limited to conversion of the county’s CAD-based cadastral mapping data to an ESRI-based enterprise Geodatabase and implementation of a refined map maintenance workflow using a remote editing environment. Phase 2 will focus on implementation of a customized cadastral plotting solution. In Phase 3, Sidwell will develop software enhancements designed to streamline the map maintenance workflow further.

In the state of Iowa, Sidwell is also conducting a spring 2007 aerial survey for Tama County. Using the AGPS-secured countywide color aerial photography, The Sidwell Company will develop color digital orthophotos for supporting the conversion of the county’s original cadastral tax maps into Sidwell’s tagged data model and ESRI’s ArcGIS® 9.2 personal Geodatabase format. The new GIS will then be integrated with Tama County’s tax and appraisal systems. Sidwell’s Parcel Builder™ and FARMS™—along with necessary training and support for each of these software implementations—are also part of this two-year-plus project.

Calhoun County, Iowa has signed an agreement with Sidwell for the company to image capture their existing hardcopy drainage maps for georeferencing to the GIS parcel base and digital orthophotography. Sidwell will digitize the data from each drainage map, edge-match the drainage district boundaries, and topologically structure the database to provide GIS analysis capability.

The Sidwell Company is providing web-hosting services for GIS Websites in both Cherokee County, Iowa and in Wright County, Iowa. Sidwell will provide the following professional services to each of these jurisdictions: initial web page design, to include website map navigation, parcel number querying, and end-user parcel reporting capabilities; creation of an ECW image file from existing digital orthophotography for display of aerial imagery on the website; end-user logging of the referring IP address; interfacing capabilities with property-related websites hosted by tax and appraisal information providers; an HREF link; data warehousing and updates; system security and backup; and technical support.

Within the state of Missouri, Sidwell is pleased to announce the signing of a three-phased cadastral conversion agreement with Lafayette County. The first and lengthiest phase of this project includes a spring 2007 aerial photographic survey; creation of black-and-white digital orthophotography; conversion of the existing cadastral tax maps into ESRI’s ArcGIS® 9.2 Geodatabase format; reconciliation of the tax roll with the tax map inventory; a map plotting solution; implementation of and training for Sidwell’s Parcel Builder™ and FARMS™ software solutions; an E911 addressing component; several district mapping layers; and complimentary GIS Web-hosting for data distribution. In the second phase, Sidwell will address the County’s need for hyper-linking parcels from the geodatabase to documents in the Recorder’s imaging system and will create generalized, countywide topographic contour maps. In the third and final phase, the County will receive a flood encroachment map layer and other additional color-coded ward, precinct, and district map layers.

Working as a subcontractor for CH2M Hill’s Oak Ridge Office, Sidwell will be providing software and professional GIS services to Tennessee’s KGIS—the City of Knoxville/Knoxville County/Knoxville Utilities Board Geographic Information Systems consortium. These services include delivering to KGIS two modules of Sidwell’s Parcel Builder™ suite of software for map editing and parcel maintenance: Parcel Builder-MapEditor™ and Parcel Builder-Administrator™, including a new Genealogy software extension for designating parent-child relationships for all parcels that are added to the database through parcel splits and consolidations. In addition, Sidwell will be doing custom application programming and training for all Sidwell software applications delivered to KGIS.
