St. Charles, IL – Located in the central part of Arizona, Pinal County contains approximately 5,374 square miles. Located just south of the Phoenix metropolitan area, Pinal County has undergone rapid growth, and its population has grown by nearly 80 percent since 2000. The County Assessor’s staff recognized the need to make a move to a streamlined solution that integrated ESRI technology with their land records management systems, and offered an enhanced editing geodatabase solution. Previously, the staff had been editing in a CAD environment. To accomplish their objective, Pinal County selected The Sidwell Company to provide the County with a parcel management and maintenance solution. Sidwell’s solution includes an editing application with a tagged data model, to efficiently maintain coincident line work found in the land records environment. A unified interdepartmental land records workflow will also be developed, in order to eliminate duplicate data entry, provide automated messaging and tracking of land record changes within and between departments, and to provide a common access point for all relevant land records information.
Specifically, this project phase is designed to leverage the capability of Sidwell’s Parcel Builder™ software to manage seven specific integration points wherein land records information needs to move from one application or repository to another. In addition to the commercial-off-the-shelf parcel solution, Sidwell will provide customization of that software where necessary to meet the specific needs of Pinal County.
County personnel will be trained on Parcel Builder, which extends the functionality of ESRI’s ArcGIS software platform by introducing over 40 tools to improve GIS-based land records workflows. In addition to Parcel Builder, the Address Manager software will be employed to allow the county to maintain road centerline attributes, create address points and automatically assign addresses, and generate addressing reports for other uses.
When the system is complete, Pinal County will benefit from the efficient system to maintain the high volume of parcel edits, integration with other land records applications, and an addressing solution to stay current with new development.
